Last January 27, 2021, Davao del Sur Governor Douglas Cagas signed a Memorandum of Agreement with the DILG, PNP, BFP, DepEd, TESDA, DTI, AFP, PIA and other stakeholders, outlining the establishment and operationalization of the Davao del Sur Provincial Governance Resource Center (DDS-PLGRC).

Its main function is to provide for the needs and accommodate the concerns of former rebels in the province of Davao del Sur.

The DDS-PLGRC also referred to as the “Katuparan Center” is one of the province’s initiative in line with the End Local Communist Armed Conflict (ELCAC) advocacy as it will serve as a capacity development center for the former rebels and their people’s organizations. Specifically, one of its functions is to reorient and reorganize the underground mass organizations (UGMOs) of the CPP-NPA-NDF to becoming a more productive and self-sustaining people’s organizations. Furthermore, the center will also serve as a platform for the POs to gain skills, knowledge and equipment necessary to sustain themselves.

DILG Davao del Sur Provincial Director Mika-Chan S. Magtulis also emphasized that developing the former rebels’ people;s organization is important in order for them to “become productive and self-sustaining” and it is “by providing needed assistance or interventions coming for the the government.”
